this operation frees a downlink stream of a task. the downlink stream includes both data and isochronous data. isochronous data includes the first three bytes of the downlink data packet and three additional bytes of isochronous data packet. the purpose of freeing is to be able to reuse the isochronous data of the downlink stream for the downlink control traffic (notification packets).

this operation signals a task to an audio endpoint that the audio endpoint should be between the sampling rate specified by the low frequency and the sampling rate specified by the high frequency. for example if the low frequency is 48000 and the high frequency is 96000, then the endpoint could become a 48000/48000 or a 48000/96000 pair depending on the type of streaming audio endpoint.
